Topic: Effects of COVID on Global Peace and Security

 

 

Reaffirming that terrorism in all forms and manifestations constitutes one of the most serious threats to international peace and security and that any acts of terrorism are criminal and unjustifiable regardless of their motivations, whenever and by whomsoever committed,

 

Reaffirming that terrorism cannot and should not be associated with any religion, nationality, or civilization,

 

Stressing that terrorism can only be defeated by a sustained and comprehensive approach involving the active participation and collaboration of all states and international and regional organizations to impede, impair, isolate and incapacitate the terrorist threat,

 

Gravely concerned by the financing of, and financial and other resources obtained by terrorists, and underscoring that these resources will support their future terrorist activities,

 

Recognizing that a comprehensive approach to defeat terrorism is required involving national, regional, subregional and multilateral action,

 

Reaffirming its respect for the sovereignty, territorial integrity and political independence of all states in accordance with the Charter,

 

Recognizing the difficulty in the continuation of international trade due to protective tariff policies and trade barriers,

 

The United Nations Security Council,

 

  1. Calls upon the establishment of a common military front with specified anti-terrorist military operations and tactics with features and measures including but not limited to:
    1. establishing a database contributed and shared by all member nations on all past terrorist actions, which supervision and sharing of information may be provided by organizations including but not limited to:
  1. United Nations Peace Keeping Force;
  2. United Nations Department of Peace Operations (UNDPO);
  3. International Criminal Police Organization;
    1. supervision of the military operations by the Security Council;
    2. the participation of all formal members of UNSC and all mandate nations and regions under the support or supervision of the International Security Assistance Force (ISAF);
    3. the support of remote conferences about regional anti-terrorist strategies with technical protection to avoid the leakage of strategic information and counter-cyberattacks from terrorist organizations;

 

  1. Urges police forces in membership nations to cooperate on forming a criminal database to support the arrestment of terrorist criminals with methods of:
    1. the leadership and supervision of International Criminal Police Organization;
    2. employment of the data about facial features in the established data base of International Criminal Police Organization (INTERPOL) to keep the record of people in the categories of but not limited to:
      1. foreign terrorist fighters;
      2. local members of terrorist;
      3. children with terrorist membership;

 

  1. Strengthens ISAF to meet all its operational requirements in ways of but not limited to:
    1. calling upon member states to contribute personnel, equipment and financial support in ways including but not limited to:
  1. the Trust Fund that will be provided to ISAF mandate countries, which is established in similar forms as resolution 1386, passed in 2001;
  2. establish Authorized Protocols provided by International Monetary Fund (IMF) or the World Bank financial support budget through the “Fast-Track Mechanism”;
    1. encouraging a cooperative supervision and protection to supply and transportation routes by the hosting government and the international community;

 

  1. Urges governments to stem the spread of the extremist ideology of terrorist in ways of but not limited to:
    1. employing the officials in the agency of national security of different countries to take down the websites online that propagandize the extremist ideology of terrorist including but not limited to:
  1. the intolerance of people from different ethnicity and religious group;
  2. the subordinate status of women;
  3. the glorification of jihads;
    1. establishing regulations for major social media to curb the influence of the online propaganda of terrorist and extremist groups through:
  1. deleting videos and posts containing extremist values of terrorist organizations and the glorification of jihad once discovered;
  2. closing accounts that spread videos and posts containing extremist values of terrorist and the glorification of jihad;

 

  1. Suggests that countries should transfer the focus of internet combat from surface layers to deeper layers, which was commonly referred as “hidden network” through ways of but not limited to:
    1. requiring the developer team (US Marine) of the Onion Router (TOR), world’s largest software for enabling anonymous communication and browsing in deeper layers to support governmental and international security and police forces to search and trace terrorist network ID and IP address based on TOR;
    2. restraining terrorist channels and advertisements on major applications such as “Telegram” and “Channels” through ways of:
      1. tracing terrorist network communications and data transfer on major and official terrorist websites and channels such as “Isdarat”, “Nashir”, “Jihadwiki” and “Anonymous”, based on the use of TOR;
      2. implementing servers in major cities around the globe to censor and ban terrorist propagandas in deeper layer-based medias;
    3. urging governments to restrain possibilities of Bitcoin and other cryptocurrency trades pursued by terrorists;

 

  1. Suggests that all countries cooperate to develop and distribute vaccines through measures including:
    1. All nations collaborate in the future response of a new, novel pandemic, in areas of development, protection, and distribution;
    2. Intellectual property of vaccine production be shared with all nations, as to better allow the timely, and efficient creation of vaccines in countries, no matter developed or developing;
    3. The sharing of such technologies, developing countries can take up the role of vaccine production along with solving domestic unemployment;

 

  1. Strengthens ISAF to meet all its operational requirements in ways of but not limited to:
  1. calling upon member states to contribute personnel, equipment and    financial support in ways of:
  2. requesting the leadership of ISAF to keep the Security Council regularly informed on the implementation of its mandate through the provision of quarterly reports;

 

  1. Suggesting all countries to contribute on the international development of anti-COVID-19 vaccines with the monitoring and support of the in measures including but not limited to:
    1. Providing a database regarding to the status, including mutation of viruses in different regions;
    2. Providing technical supports and suggestions;
    3. Authorizing access to trade partnership in medical supplies and vaccine samples;

 

  1. Calls upon the delivery of humanitarian aids to the camps of refugees in the south and the north of the terrorist-occupied region in ways of but not limited to:
  1. urging countries in the anti- terrorist coalition force to send necessary supplies in aid of the refugee camps;
  2. ensuring that the convoys of the humanitarian aids will not be blocked by other military forces on the way to the refugee camps;

 

  1. Calls upon for the establishment of a common military front with specified counter-terrorism military operations and tactics against terrorist in ways of but not limited to:
  1. a database recording all past terrorist actions pertaining to this topic, which may be provided by UNOs and membership official statistics;
  2. supervision of the military operations by the Security Council;
  3. the participation of all formal members of UNSC and all mandate nations and regions under the support or supervision of the International Security Assistance Force (ISAF);
  4. the support of remote conference in the terrorist -controlled area with technical protection to avoid the censorship of terrorist organizations;

 

 

  1. Calls upon international support for the stabilization of the situation in terrorist-occupied region and other surrounding countries and for the enhancement of neighboring countries capabilities of national defense to maintain stability throughout the country through ways of but not limited to:
  1. reaching agreements between UN and NATO to establish the continued cooperation on post-2014 non-combat resolute support mission;
  2. cooperation of resolute support mission with the legal government of terrorist-occupied countries, and with the United Nations Assistance Mission in terrorist-occupied countries and the special representative of the Security Council;
  3. the continuation of the international community in providing substantial support to terrorist-occupied countries’ legal government and people;

 

  1. Suggests stricter border controls to stem the movement of terrorists in ways of but not limited to:
    1. Cooperate with The Department of Defense (DoD) border security and peacekeepers assistance programs in the Middle East region;
    2. the participation of the United Nations Police Components in building the capacity of host-State policing and other law enforcement institutions, as mandated, to investigate and trace possible illegal immigration routes by investigating in local cases of terrorist events and organized crime;
  2. Calls upon all countries to come to an agreement by means of Office for the Coordination of Humanitarian Affairs (OCHA) to make loans at lower interest rates to help countries which are severely affected by the COVID-19;

 

  1. Calls upon all countries to sign multilateral trading agreements about the reduction in tariffs and trade barriers and provide convenient corridors for the import and export of the critical products including food and anti-epidemic materials;

 

  1. Demands funds of United Nations system to be unified and coordinated at the global level, and release information of funding gaps and utilization through online platform to provide general guidance for both UN and non-UN funds:
    1. Provides countries and regions, in particular the least developed countries, landlocked developing countries and small island developing states, with sanitation construction, medical training, relief and other means of humanitarian assistance;
    2. Provides subsidy and relief for stranded citizens in foreign countries with living difficulties, especially minors, those without a stable source of income and other vulnerable groups;
    3. Provides technical assistance for countries and regions with underdeveloped networks; Hence the improvement of the network coverage will provide technical support for the development of online teaching to reduce the negative impact of the epidemic on education including the damage to the availability and fairness;

 

  1. Suggests Office of Higher Commissioner for Human Right (OHCHR) dispersing necessities to improve the living standard of civilians, reaching the lowest threshold for the human development index (0.5);

 

  1. Emphasizes the necessity of government to simplify the procedures of offering visas and health checks to migrant workers, and the customs to take the responsibility to disinfect the imports and exports;

 

  1. Keeps in mind that all long-term measures for the recovery of tourism should be based on the COVID-19 control norm proposed by the WHO;

 

  1. Urges police forces in membership nations to cooperate on forming a criminal database to support the arrestment of terrorist criminals with methods of:
    1. the leadership and supervision of International Criminal Police Organization;
    2. employment of the data about facial features in the established data base of International Criminal Police Organization (INTERPOL) to keep the record and classify passengers;
    3. requesting the relevant United Nations entities to assist member states, upon their request, and within existing mandates and resources, to implement the relevant international legal instruments related to terrorism, and to develop their capacity to effectively respond to, prevent, investigate, and prosecute terrorist acts;

 

  1. Calls upon countries to regulate the immigration of people and the entry of refugees from conflicting regions

 

  1. Suggests stricter border controls to stem the movement of terrorists in ways of but not limited to:
    1. the cooperation of The Department of Defense (DoD) border security and peacekeepers assistance programs in the Middle East region to help partner countries defend their borders against terrorist militia groups and other transnational security threats in the region;
    2. the participation of the United Nations Police Components in building the capacity of host-State policing and other law enforcement institutions, as mandated, to investigate and trace possible illegal immigration routes by investigating in local cases of terrorist events and organized crime;

 

  1. Calls upon the establishment of a common military front with specified counter-terrorism military operations with features and measures including but not limited to:
    1. establishing a database contributed and shared by all member nations on all past terrorist actions pertaining to this topic, which supervision and sharing of information may be provided by UNOs and other International Organizations;
