Chapter 1 General Principles

Article 1 In order to Clearify the function of groups and to make the function of groups be of general good, in order to prevent any violation of the compactura in the usage of groups, according to the compactura, we propose this bill.

Article 2 The general principle of the establishment of groups is to help the users better communicate with each other while maintaining the free and convenient nature of this website.

Chapter 2 Functions of Groups

Article 3 Groups are a function in the website of Flog in which you can do the following things:

1. Discuss something about the certain topic which does not violate the compactura.
2. The Groups established by the F.A.M.C can be used as an online meeting place for Senatus conferences or the General Assembly and its affiliated commissions.

Article 4 In the Groups, you shall not do the following things:

1. Humiliating or assaulting others through languages or any other forms of attacking which is not allowing by the compactura.
2. Conspiring against the regulating magistracies and conferences or commissions.
3. Conspiring against the democracy and freedom of the users of the website.

 

Chapter 3 The Forms of Groups

Article 5 There are mainly three forms of Groups. Amongst them are Public Groups, Conference Groups or Private Groups.

Article 6 Public Groups and Conference Groups are examined by the Praetors and Tribunes regularly.

Article 7 If you establish a private group, please remember the regulations in Article 3 and Article 4.

Article 8 Private Groups can be examined by the Praetor and Tribunes if the Consuls’ Joint Conference passed their applications.

Chapter 4 Management of Groups

Article 9 Every group has a group administrator. The duties of the group administrators are:

1. Manage your group
2. Warn the members of your group not to violate the regulations.
3. If your group is accused of violation the regulations, the group administrators shall be responsible.

Article 10 The groups should stick to the general principle of the site of convenience, democracy, freedom and patriotic.

Chapter 5 Penalties

Article 11 If a group violates the regulations, the Praetor can give them a penalty ranging from warning to a week of blocking their accounts. The affiliated penalties range from 3 coins and 100 experiences to up to 100 coins and 5000 experiences.

Chapter 6 Appendix

Article 12 The pass of the bill requires a 1/2 plurality in the Senatus.

Article 13 When the bill is passed, it is published as a senatus consultum.

为了帮助本站人民更好理解新管理体制的运行机制，元老院特做以下解释:

本体制内，所有的公职可分为三类:

1.行政职务:包括执政官、法务官、护民官

其中每次元老院选举后产生新的法务官和护民官，法务官由退休的元老院议员担任，而护民官由元老院议员选举中落选的候选人担任

其中两位执政官与一位法务官与一位护民官组成行政内阁

两位执政官组成执政官联席会议，一切重要事宜都需要执政官联席会议全票通过才可生效

不重要的事宜可仅由一名执政官签署执政官令即可决定

2.会议职务:包括元老院议员、公民大会议员

其中公民大会名额由抽签产生，元老院议员名额由选举产生

公民大会通过的决议不需执政官授权，直接成为网站决定

元老院是决议有多种，其中Senatus Consultum的通过只需半数，但需要执政官联席会议批准

而Senatus Resolutio则需要2/3多数通过，可不经过执政官联席会议通过授权便生效

Senatus Conscriptio需要2/3多数通过，相当于网站官方警告，若被警告的用户还不知悔改，可授权法务官或执政官进行处理

Senatus Consultum Ultinum则为元老院最终劝告，相当于元老院最后通牒，接收到本警告的用户应当立即为自己辩护或道歉，否则元老院可宣布其为全民公敌

3.委员会职务:目前仅有优秀文章加精奖励委员会，接受元老院领导，其领导人为元老院议员

其通过的决议可由元老院批准或任意一位执政官批准

 

《2022元老院选举法案》

Clearify the Electoral Process of Senator Election and to make the transfer of Senatorship orderly and be of general good

Chapter 1 General Principles

Article 1 In order to clearify the electoral process of Senator Election and to make the transfer of Senatorship orderly and be of general good, to better codify the Article 20 and Article 21 of Compactura Flogium, we propose this bill.

 

Chapter 2 Term of Senators

Article 2 Each session of the Senate include four senators. Two of them are the two Consuls. The other two senators have a term of one month.

Article 3 The two senators are elected every two weeks. They are elected in a roll, id est, the first senator is elected in Week 2 while the second senator is elected in Week 4.

 

Chapter 3 Electoral Process.

Article 4 The senator whose term ends shall attend his/her last meeting in Senatus. He should state his resignation while pointing his/her successor.

Article 5 The successor of the former senator should contain at least two nominees.

Article 6 The list of names of nominees would be sent to the Consuls. The Consuls have the power to veto this nomination and carry out his/her own nomination while gaining the approval of his/her co-Consul.

Article 7 After the nomination of the successor is approved, the nomination shall be sent to the General Assembly for an election.

Article 8 The election of the Senatorship shall be held in the General Assembly. The winner should win a plurality of votes of favor.

Article 9 The nomination should be accessible to all Populus Flogium.

Article 10 The election result should be accessible to all Populus Flogium.

 

Chapter 4 Qualifications of Senators

Article 11 The Consuls shall check the qualification of the senator’s successor.

Article 12 The nominees of senators must have the level higher that Lv.5.

Article 13 The newly retired senator shall hold the office of Praetor, id est, the magistrate who hold the power of justice.

Article 14 the Senators shall hold the position of juries in the court.

 

Chapter 5 Appendix

Article 15 The pass of the bill requires a 1/2 plurality.

Article 16 After the bill pass, the bill will have compacturiate effect.

《2022停火协议法案》

A Bill to

Reach an official ceasefire agreement and to restore peace and order to the site of Flog

Contents

Article 1 Users have the freedom to establish new Public Accounts.

Article 2 Define the Public Accounts that jeopardize the public interest and general good as Negative Public Accounts. Users do not have the right to turn a normal Public Account into a Negative Public Account.

Article 3 Define the action of watching users’ personal chatting as peeking. The Consuls, under any circumstances, is banned from peeking for personal reasons.

Article 4 If the Consuls, including anyone of them, committed peeking, he/she/they should resign immediately and do not have the power to punish the user(s).

Article 5 If a user committed an uncompacturiate behavior, the Consuls, the Commission of Order Preserving and Protection have the power to first warn the user. If the user do not apologize for his/her/their behavior or do not accept the penalty, the Consuls or the Commission of Order Preserving and Protection have the power to block or delete the user’s account.

Article 6 When the site is in an emergency, the Consuls or member of the Commission of Order Preserving and Protection have the right to write a formal bill of act to the General Assembly in order to make the site in a state of emergency.

Article 7 After being authorized by the General Assembly, the Consuls have the full power to take over the site.

Article 8 The General Assembly have the right to give a user the title proscriptio (Enemy of the people). If a user receive this title, he/she should formally apologize to Populus Flogium. If he/she does not admit his misbehavior, the Consuls or the Commission of Order Preserving and Protection have the power to block or delete his/her account without warning.

Article 9 After being signed and officially published, this agreement have the authority to reach a full scale ceasing of fire.

Article 10 The passing of this bill required a 2/3 majority.

Article 11 After the bill is passed in the General Assembly, the agreement will be delivered to the opponent Wanderer Mu for his agreement.

Article 12 After Wanderer Mu accepted this agreement, the agreement is officially signed.
