辩论赛——重启

经辩论发起者Consul Zhou同意，本辩论比赛重新开始

本次比赛辩题为：

正义是否是强者的利益

经过决定，本次辩论赛的正方辩友分别是：

A2：Rice Zong

反方辩友分别是：

N1：Bob Voyager

N2：Itachi Zhou

接下来是辩论流程（含窗口开放时间，一旦双方辩论完成，则自动进入下一阶段）：

1st Stage：Opening Report——3 Days

2nd Stage：Questioning Time——3 Days

3rd Stage：Free Debate——5 Days

4th Stage：Ending Speech——3 Days

接下来我们来宣读辩论比赛规则：

1.双方一辩负责撰写开题报告，辩论稿应当包括以下内容：

（1）定义

（2）主辩方向

（3）时间限定（即背景设定在什么时代）

（4）观点明晰

（5）论据与出处

2.双方在Questioning Time时，一辩有一次质询对方辩手的机会（可以指定一名对方辩友回答），二辩有两次质询对方辩手的机会（没有指定对手回答）

3.Free Debate为为期五天的自由辩论，如放弃后续发言，则可以提出结辩动议，由全体辩手投票，超过半数则直接进入总结陈词阶段

4.总结陈词由双方二辩负责，各发一篇总结性文章来总结己方辩论结果

5.最后全体再次做出投票动议，得票多的一方获胜

最后，为了保证辩论的文明与正常进行，此处再次引用Pex Flogium与Compactura Flogium的内容

　　[This Declaration, drawn up in the site of flog, was not a constitution or a rule, but a document declaring our deep hatred for chaos and the call for order and peace.

　　User Voyager makes this reference to the circumstances under which

　　the Declaration was drawn up as followed：

　　This day, observing some not well affected to unity and concord, but gave some appearance of faction, it was thought good there should be an association and agreement, that we should combine together in one body, and to submit to no government as we should by common consent agree to make and choose, and set our hands to this that follows, word for word.

       We, populus flogium, felt truly tired of the conflicts and chaos in the past years. So we, as a whole, made a declaration for peace.

　　We whose names are underwritten, the people of Flog, Consul Itachi, defender of the site, etc are here to call for a lasted peace.

       We declare our social Compact again here:

Article 1 All users shall not pocess the access of moderators and administrators. Only if someone doesn't abide by this compact shall the consul has the access of administrator. All users must fill in their personal information in a way that the consul can recognize.。

Article 2 Users can post information. But they don't have the right to endanger others' privacy, safety, normal life and health conditions.

Article 3 Users can report bugs or propose suggestions on the source-code. But they don't have the right to interfere in the construction of repository.

Article 4 Users can't establish any kind of governing bodies.

Article 5 Users can't create new side-accounts except for the Periodic Table Series.

Article 6 The Consul don't have the power to punish the users who abide by the compact.

Article 7 If conflicts cannot be solved through negotiations, the Consul has the power to make a final decision.

Article 8 Users who doesn't abide by this Compact shall be punished.

Article 9 Please stick to the bottom line of morality.
