To: Representatives of Flog Parliament, Member of S.P.Q.F

Honorable senators, distinguished moderators and representatives of Parliament

Good evening.

Here I am to solve the so-called alcohol burner incident.

First, I want to show my apology to the site's people that we have caused so much trouble so far. But I still want to emphasize that the problems taking place in the past year all related to a small group. So I hope that we won't disturb your normal use of the website and life.

Secondly, I want to say that the true purpose of establishing the S.P.Q.F is pretty much literal （Senatvs Popvlvs Qve Flogivm, which means the Regulating Senate and Flog's People）.We want to have a solid and united front and centre that leads the whole site forward.

As I often note, the website of Flog is not a simple IT project, it's pretty much like a society. It's a convenient (emp: not free) blog website. I order to further help protect our people's rights and privacy, we need a centre, a regulating united front to regulate (not govern or rule) the website. 

Thus, we must have rules. However, rules should not be made by only one party or even one person. So we need to have a legislature (the Joint Conference of Adminitrators and now the Parliament) to represent the people and make the rules. In order to prevent corruption and abuse of power, we set up a supervision committee (the justice committee).

So what's the problem? And what are our responsibilities?

1.We don't trust the ones who once do something wrong and we just keep preventing him from gaining power again. And here's my apology to Rice.

2.Our responsibility is to better regulate and help the site nicely operate and function.

And there is our declaration:

In order to protect the site's people's rights and benefits, we take a solemn oath that:

1.Once we are elected to office, we have the duty to serve the people. If we commit malfeasance, we are willing to take the responsibility.

2.We defend the dignity of users and our democracy.

3.We stay faithful to the Constitutional Rule of Flog.

4.We make the Constitutional Rule of Flog overt to all the people, and all the people are entitled to hand in their proposal to the Parliament to amend the Constitutional Rule.

And then I want to show my sincerety to RIce to sign a truce.

I will hand in my report and proposal to confer Rice the title of Count of International Provincia.
